CASAN multi-project verification

Validate apps/service-desk/domain/project.manifest.json, generate a traceable SRS and plan from its requirements and architecture, then run its manifest build/test commands and report evidence.

Validate apps/okr/domain/project.manifest.json and run the same pipeline. Compare manifests, requirement coverage, verification commands, and artifact namespaces to demonstrate that the shared harness contains no product-specific delivery logic.
