Validate one manifest and read its requirement, architecture, specification, plan, detailed design, tasks, and quality profile. Modify only declared source roots. Preserve strict types and approved dependency policy. Implement real API/data behavior, validation, authorization, safe errors, observability, deterministic seeds/fixtures where required, and requirement-mapped tests. Execute manifest build/test and matched verification argv commands. Return a bounded diff; acceptance is pending until deterministic review and STEP12 pass.
