This is a new folder created from the stable CASAN4 baseline, with selected improvements from `AINative_OKR_Claude_GHCP` and regression fixes applied.

## Verification

- CASAN4 previous score: 87.1 / 100.
- Refined score: 88.7 / 100.
- Level: CASAN Level 4 achieved; Level 5 demonstrated locally with stronger evidence.

- H4 private key block.
- H2 cache hit still records CASAN traces.
- H2 tool-call audit log.
- Level 5 self-enforcement protocols.
- PowerShell harness path included for Windows review, but Bash is the verified path in this package.
